  -loans up to $35,000 on approved credit

  -loan term a maximum of 5 years or life expectancy of collateral

  -interest rate of prime, plus 2 percent as established by the Wall Street Journal

  -upon final loan approval the applicant shall enter into a legal contract with Lake County
